🌱“Walking on the Path of Revitalization: Local Practices Originating from Yunlin” New Book Launch — Magistrate Chang Li-Shan and Revitalization Partners Witness the Miracle of Agricultural Innovation

This afternoon (6th), the Yunlin County Government held the launch event for the regional revitalization publication “Walking on the Path of Revitalization—Local Practices Originating from Yunlin” and a meet-and-greet between Yunlin revitalization partners and Ms. Mei-Ling at the Douliu Tunanshe Coffee Estate Dormitory. Magistrate Chang Li-Shan personally attended the ceremony, gathering with Taiwan Regional Revitalization Foundation Chairperson Chen Mei-Ling, the authors of the publication, and numerous local revitalization partners to share Yunlin’s achievements in agricultural innovation and regional transformation.
During the event, Mr. Hsu Hung-Te, founder of Fongyu Aquaculture Co., Ltd. and recipient of the APICTA Awards FIRST RUNNER-UP Silver Award as well as the “2025 Local Specialty Industry Creativity Competition” Excellence Award, together with Mr. Huang Yen-Hsun, owner of Tipsy Farm, presented their awards to Magistrate Chang. They shared the joy of their accomplishments, showcasing Yunlin’s remarkable progress from an agricultural county to a model of innovation and revitalization. Through face-to-face exchanges, the county government also listened to the practical experiences and insights of young revitalization practitioners.
Magistrate Chang Li-Shan stated that Yunlin County established the “Yunlin County Government Regional Revitalization Project Office” in 2019, at the time when Chairperson Chen Mei-Ling, then Minister of the National Development Council, was promoting national regional revitalization. The county government integrated resources across industry, government, academia, and research to assist local industries through institutional support, resource allocation, and an accompanying guidance mechanism, gradually creating a friendly environment conducive to regional revitalization and youth returning home.
Magistrate Chang noted that under active promotion and guidance, 18 out of 20 townships across the county have already joined the regional revitalization initiative. Through smart agriculture in farming, fisheries, and livestock, along with advancements from primary production to secondary processing and tertiary marketing—plus the establishment of proprietary brands—traditionally agriculture-oriented Yunlin has been truly transformed. As documented in the book, many young farmers have endured hardships on their revitalization journeys. Today, they stand out remarkably, receiving recognition such as the Government Service Award, Shennong Award, and Returning-Home Entrepreneurship Award. These achievements even enable agriculture to serve as a diplomatic bridge, bringing pride to the county. The county compiled these successful revitalization experiences into this publication, hoping to offer guidance and inspiration for returning youths walking the path of local revitalization.
Chairperson Chen Mei-Ling of the Taiwan Regional Revitalization Foundation stated that Taiwan began promoting regional revitalization in 2019, and among the 22 counties and cities, Yunlin stands out the most. Over the past few years, Yunlin’s revitalization efforts have been distinctive, especially in leveraging smart agriculture to address climate change—the most challenging issue of all—making Yunlin a true exemplar. Currently, among the 350 teams participating on the foundation's platform from across 22 counties and cities, Yunlin accounts for 57 teams, ranking first. As illustrated in the book, these revitalization partners returned to their hometowns, overcame obstacles one by one, and found solutions. Their cases have become benchmarks for regional revitalization initiatives and may even serve as models for international exchange. She expressed gratitude for Magistrate Chang's support for regional revitalization.
Deputy Magistrate Hsieh Shu-Ya stated that global agriculture faces similar challenges—including climate change and labor shortages. How to enable young people to engage in agriculture with less time, effort, and labor is a key issue. This book presents the most valuable Yunlin experiences, offering practical insights into returning home for revitalization and promoting industrial innovation for youths and residents who care about local development.
Asia University Vice President Ko Hui-Chen also affirmed the county government's long-term investment in regional revitalization policies and emphasized that Asia University will continue working hand in hand with the county government. Through the “supporting the supporters” model, the university provides think tank and academic resources to help young people steadily progress on their paths of returning-home entrepreneurship and local practice, allowing ideals to take root in Yunlin soil.
Planning Department Director Lee Ming-Yue stated that this publication is developed using agricultural revitalization as a methodological framework. He hopes that the book will disseminate Yunlin’s successful agricultural experience to more young people and, building on Yunlin’s solid foundation, further advance the future of agricultural revitalization.
